a Scale function that sets a slider value
Syntax

void XmScaleSetValue (widget, value)

Description
XmScaleSetValue sets the slider value within the
Scale widget.
widget-
Specifies the Scale widget ID.
value-
Specifies the slider position along the scale.
This sets the XmNvalue resource.
